COMMISSIONING
PLANNING AND SPECIFICATIONS
by George R. Owens, PE, CEM
|
Objective
|
Commissioning is a process that
assures to a building owner that the HVAC, electrical, controls and
plumbing systems were installed and operates. The goals of this program
are to:
- Demonstrate that the equipment operates properly
- Verify installation to plans and specifications
- Provide operating documentation
- Have well-trained operators
|
Action Steps
Preplanning |
- Meet with the Owner and the Design Team to review the goals
and scope of the commissioning efforts
- Develop a commissioning specification for inclusion in the construction
documents prior to bidding.
|
| Implementation |
- Review plans and specifications
- Prepare detailed commissioning procedures and review with the
design and construction team
- Review construction periodically
- Assemble comprehensive documentation for the owner
- Lead the commissioning efforts for each piece of equipment and
each system
- Coordinate training of system operators
|
Ongoing
Support
Options |
Once a system is installed and commissioned,
periodically re-commissioning will maintain the goals of reduced tenant
complaints and energy costs. Depending upon the complexity of the
system, an annual evaluation should be undertaken to determine the
frequency and extent that recommisioning should occur. |
